Desert Trails Charter Petition Information

Based on the concerns raised by parents of Desert Trails Preparatory Academy (DTPA) and from members of the public asking for clarification and transparency on what has transpired, the following is a timeline of events involving the DTPA charter renewal petition and extension request.

October 6, 2015 – Ms. Tarver delivered the charter renewal petition for Desert Trails Preparatory Academy (DTPA) to the Adelanto Elementary School District (AESD) office. This started the 60 day timeline for AESD’s governing board to approve or deny the petition. (Click to see attached letter)

November 3, 2015 – Public Hearing for DTPA’s charter petition renewal was held within the mandated 30 days of receiving the charter renewal petition.

November 30, 2015 – AESD’s Board of Trustees took action to deny the charter renewal request by DTPA and adopt Resolution No. 15-16-09 setting forth findings specific to the charter denial. Although the Board took action to non-renew the charter, AESD Superintendent and Board stated that a two-year extension of the original chart could be negotiated to address some of the concerns as stated in the Resolution. December 4, 2015 – Ms. Tarver sent an email and fax with a letter requesting a two-year extension of the current DTPA charter. In this letter, Ms. Tarver stated that DTPA requested the two-year extension only change the time-frame for the extension. She requested that the Board take action to approve the two-year extension with no further material revisions at the AESD regularly scheduled December 8, 2015 board meeting. December 6, 2015 – Superintendent, Dr. Gomez, confirmed the receipt of the two-year extension letter by email and stated that our District’s Board agenda for December 8 regular meeting did not have an item to address her request and that no action would be taken on this item during the meeting.

December 8, 2015 – To meet the 10 day deadline of notifying the California Department of Education (CDE) of a Board’s decision to approve or deny a charter renewal petition, a letter was emailed and sent using U.S. Mail to the Director of the CDE’s Charter Schools Division letting her know that AESD had denied DTPA’s charter renewal petition on November 30, 2015. December 8, 2015 – After the regular Board meeting, a Special Board meeting was held to conference with legal counsel on anticipated litigation in closed session. This Special Board meeting was agendized and posted to the public on Saturday, December 5. There were no reportable actions taken during closed session of this Special Board meeting.

December 9, 2015 – Dr. Gomez wrote a letter to address Ms. Tarver’s December 4, 2015 letter requesting a two-year extension with no material revisions except a change in the time-frame of the extension. (Click to see attached letter)
